Please help me??????????????????????

I am pretty thin but I've got a pudgy layer around my hips and lower back/tummy that I want to tighten and tone. You know the part where your elastic undies waistband sits that's where I'm talking about. I'd really just like to tone my entire body except my arms cuz they are really skinny but mostly my lower midsection butt and thighs. I know spot training doesn't really work but I'm really determined to get that sexy swimsuit body and I'm kind of close I just need to firm up and get rid of some fat. But I'm only 14 years old so please nothing that would turn me anorexic or make me sick and also it rains a lot where I live so indoor exercises would be appreciated as well as diet plans and out door exercises to get me looking great by june or so. i run track but it gets cancelled a lot cuz of the rain and i'm on vaca now so i'm not running practices.
